             Out-of-town reporting/registration occurs when the Certificate of Live Birth, Death, or Marriage is presented to the Civil Registrar of a City or Municipality which is not the place of birth, marriage, or death, not for registration but to be forwarded to the City or Municipality where the event occurred and where it should be registered. (Rule 20, Administrative Order No. 1, Series of 1993, Implementing Rules and Regulations of Act No. 3753, and other Laws on Civil Registration).
