The Citizens Charter is a tool that will enable the citizens and customers of the City Government to check their expectations against what services are offered and are available and further provides a system for giving feedback when their expectations are not met.

The guidebook compiles and describes the services of the City Government created for the benefit of its citizens and customers. It was designed for ease of use and convenience of its users: grouping of services, the step-by-step process for availing the service, the response time for service delivery, the fees to be paid, the City Hall officials and personnel delivering the service, location maps of the different offices, the checklist of requirements and helpful annexes to facilitate service delivery.
